Democratic Infrastructure for Creative Futures: Building the AI, IP & Culture Repository
How can we ensure that AI innovation respects the rights of artists and the integrity of global cultural knowledge?
From the Global South to Indigenous territories, we’ve gathered insights from over 25 countries to co-design a new model for cultural governance.
This report synthesizes findings from the co-design workshop, outlining how we can build a community-led repository to protect cultural heritage, ensure equitable data governance, and secure fair outcomes for creators in an AI-driven economy.

This was coordinated by Valentine Goddard, co-lead of the Intellectual Property and Culture working group within the CSO Network in AI Ethics and is done in support of UNESCO.
Background and Future
The Art-Laws grants and programs, held for the first time in 2024, was an important milestone in arts-led AI governance. Its’ grants and fellowship program for artists of all disciplines interested in the ethical, legal, economic, social and political implications of Generative AI in collaboration with multidisciplinary experts from around the world. Observations and recommendations were submitted to the Art Council of Canada and integrated into a publication on Promising Practices for Uses of Art in the Exploration of AI Ethics as well as in the design of UNESCO’s programs on civic engagement, IP and Culture. In the continuation of the AI on a Social Mission (2018-2022) and Art Impact AI workshops (2019-2020), it has given rise to the co-design of a Repository of resources for artists, cultural workers and civil society organizations to navigate AI.
And, given how the impact of GenAI on the art production value-chain is similar to all knowledge production, our areas of intervention touch on disinformation, online harm, cognitive agency, data sovereignty.
